    WORLAND — Last week at the 90th Wyoming State FFA Convention, Chief Washakie FFA members showed just how proficient they are by winning 13 state championships in proficiency areas and 17 members who were state runners-up in their respective proficiency areas.     DALLAS (AP) - In 1967, the San Diego Chargers selected defensive tackle Ron "Pedro" Billingsley with the 14th overall pick of the NFL/AFL Draft.
