Ten Sleep Wastewater ordinance amended to accommodate new business

TEN SLEEP – On Monday, the Town of Ten Sleep introduced a new wastewater ordinance at the council’s monthly meeting, in an effort to accommodate for industrial business within town limits, specifically the Ten Sleep Brewing Company.

TEN SLEEP – On Monday, the Town of Ten Sleep introduced a new wastewater ordinance at the council’s monthly meeting, in an effort to accommodate for industrial business within town limits, specifically the Ten Sleep Brewing Company.

Established just outside of Ten Sleep in 2013, the Ten Sleep Brewing Company, looking toward rapid expansion, is considering a move inside the town limits of Ten Sleep, which would require a change to current wastewater considerations for the town, while at the same time bring needed revenue.

In November, representatives for the brewery met with the Town Council to discuss the possibility, and review the state’s concerns regarding where the brewery would dispose of thousands of gallons of wastewater during the brewing process.

Monday’s amended ordinance effectively stipulates that the town will set rates for each type of sewer service to “take into consideration usage, volume character and additional treatment requirements of the waste,” while reviewing the charge system every two years.

No changes were made to individual or business rates.

Further, the ordinance states that “in the event of an industrial or commercial application, which shall include but is not limited to a facility that serves more than 10 unrelated persons or that generates waste water other than domestic sewage, the applicant must provide the town with a complete description of the anticipated volumes and waste characterization and any additional information the town shall request.”

The town also redefined interceptor requirements to say that maintenance of interceptors, and removal and disposal of captured material shall require records of dates of removal, and are subject to town inspection and review. Any removal or hauling of the collected materials not performed by the owner’s personnel must be performed by a licensed waste disposal firm.

The amended ordinance will be ratified on third reading, pending public comment or changes.

Also at Monday’s meeting, the town voted to purchase an additional dumpster to handle recycled cardboard and paper overflow. The town currently transfers the materials to the Worland landfill, but found that supply was exceeding demand for the town’s dumpsters and recycling receptacle.
