    LARAMIE — Although the framework for a new scholarship program for nontraditional students in Wyoming is now in place, no awards will be made until the state’s endowment fund reaches $50 million. Gov. Mark Gordon signed into law a bill that creates the Wyoming’s Tomorrow scholarship program in mid-March. But the Legislature only approved a $10 million allocation to an endowment fund to create the program.     WORLAND — The Washakie County School District No. 1 Board of Trustees approved a small increase to lunch prices for the 2022-23 school year at their regular board meeting Monday.     It was about dusk the other night. I was taking a walk around the property with the dogs, and the cats, before it got too dark to see anything. Across our lane is some private property and then BLM. We see people driving all the time over there so seeing lights at this time of night was not unusual. I figured it was someone who had been enjoying a day in the badlands.
