Planning Commissioner begins review of resubdivision plan

WORLAND – The City of Worland Planning Commission met Monday night for their scheduled meeting to discuss and review a sketch plan for a resubdivision.

The sketch plan up for discussion and review was for the re-subdivision of lots owned by the Sugar Beet Hilltop Estates Homeowners Association for Russell Nomura and Todd Rhodes.

Previously, Rhodes and Nomura were in court in 2011 and reached a settlement agreement over lot ownership, and as ordered by court those lots needed to be re-plotted for the subdivision.


“The resubdivision get rids of the common area and puts some of it into lot 1 and some of it into lot 4,” Planning Commissioner David Anderson said. The common area is on Sugar Lane roadway according to court documents.

“The issue is making sure all easements are retained … and making sure everybody’s rights are protected,” Anderson said. Another big issue is “making sure everybody has access to the water and the road … so we don’t end up in court again.”


He added, “There have already been six plats on this subdivision.” A plat is a legal document that defines the legal boundaries of a subdivision for the lots and easements, Anderson said.

No motion was made or action was taken, but Anderson said, “The sketch plan and proposal is fine … but a lot of work will need to be done to get the preliminary plat done.”

“The sketch plan is the first step, then it’s the preliminary plat and then the final step is called the final plat and that will end up being reviewed by the commissioners,” board member Kermit Sweeny said.

“To get all this done is a three-month process for something simple or a six- to nine-month process for others,” Anderson said. “A lot of it depends on how fast they can get through their work.”

Planning Commissioner David Anderson, County Clerk Mary Grace Strauch and board members Kermit Sweeny, Lance Picore and Doug Smith were in attendance Monday evening for the meeting.
