CHEYENNE – Mail-in ballots aren’t a foreign concept to Wyoming.

They’re used for voting in special district elections. If an election needs to be run again, mail-in ballots can be used. And 31 percent of voters used absentee ballots in 2016 – what some have called a de facto mail-in ballot.
