Dumpster decoration project moving forward

December 12, 2019

WORLAND — A project that was first discussed two years ago in November 2017 has taken on new life with the Board of Adjustment and Planning Commission moving forward with an idea to decorate downtown dumpsters.

The BAPC had approached the council a few months ago and received confirmation last month that they had the go ahead for the project.

BAPC Chairman Scott Fritzler told the board at their meeting last Thursday, Dec. 5, that he had spoken with Worland Public Works Superintendent Brian Burky who is in favor of the program. He said he would contact Burky about how many new dumpsters would be available to be painted before the group moved forward with the dumpster beautification project.

Board member Mike Dykman said he has plans to paint the dumpsters he has at the Worland Campground and RV Park to coincide with scenic attractions in the Worland area and Big Horn Basin. He said they want the dumpsters to match scenes and sites outlined in the Big Horn Basin tourism guide The Basin published by the Northern Wyoming News.

As for paint schemes for other dumpsters in Worland’s business district, the board discussed developing guidelines.

Board member Jenn Rasmussen discussed having businesses or organizations “adopt a dumpster” since dumpsters are shared by different businesses and property owners.

Another idea discussed was having dumpsters in the city parks painted and incorporate that painting project with the mural project the commission is working on.

One question the group needs to address is who pays for the painting supplies.

Another question is exactly what dumpsters should be painted.

Dykman said, “I’m for any place out in the open that the public sees.”

Fritzler said when discussing the project with the council they favored just the business district to start, not residential areas.

They also discussed not allowing advertising on the dumpsters, he noted.

The project will be on the agenda at the next meeting, Dec. 21.

In other BAPC business, the board directed BAPC clerk Norma Homan to speak to newest member Justin Schrage who has attended just one meeting since his appointment about his intentions of serving on the board.

Building Official Randy Adams said the bylaws state a member, who is appointed by the mayor and affirmed by the city council, can be removed if they have unexcused absences in three consecutive meetings.
