Wyoming Bean Commission holds first meeting and elects leadership

CHEYENNE — The Wyoming Bean Commission held its first meeting Dec. 7-8 in Cheyenne and elected Beau Fulton of Park County as Chairman and Jeffery Chapman of Goshen County as Vice-Chairman of the Commission.

Along with the election of leadership, the Commission also conducted the following business:

• Reviewed the law that enacted the commission.

• Established policies for procedural board duties.

• Reviewed the formal rule making procedures.

• Reviewed a draft of rules for the Commission and moved to send the regulations forward for Attorney General Review.

• Identified possible future research needs through the Crop Research Foundation of Wyoming and the Rocky Mountain Dry Bean Consortium, variety trials, and interaction with the U.S. Dry Bean Council.

• Appointed Lynn Preator and Jerrod Lind to Crop Research Foundation of Wyoming board of directors.

• Voted to use the Wyoming Wolfs payment system to issue refunds to growers.

• Voted to contract with the Wyoming Department of Agriculture to conduct handler audits and verification of payment of assessments.

•  Set the next meeting for Jan. 14, 2016 in Casper.

The Bean Commission was established by the 2015 Legislature, and is comprised of six members (four growers and two handlers) initially appointed by the Governor. Commission members are Jeffery Chapman (handler) of Goshen County, Pascual Aguilar (grower) of Big Horn County, Lynn Preator (handler) of Big Horn County, Beau Fulton (grower) of Park County, Wayne Hort (grower) of Goshen County, Jerrod Lind (grower) of Platte County, and Hank Uhden (ex-officio member from the Wyoming Department of Agriculture).

The Bean Commission is funded through assessments collected on dry bean sales and is housed within the Wyoming Department of Agriculture. Along with this, the commission may conduct or contract scientific research, disseminate information on dry edible beans based on research, study state and federal legislation with respect to matters concerning the dry edible bean industry, appoint advisory groups, make grants to research agencies for financing special or emergency studies, and a variety of other activates.
