Local attorneys make circuit court judge short list

WORLAND – A Worland attorney, a Basin attorney and a Jackson attorney have all been nominated to replace Fifth Judicial District Circuit Court Judge Thomas Harrington.

On behalf of the Judicial Nominating Commission, Wyoming Supreme Court Chief Justice Michael K. Davis, who serves as chairman, announced Friday that the Commission has completed its consideration of all who have expressed interest in the position of Circuit Judge of the Fifth Judicial District. Pursuant to Article 5, § 4 of the Wyoming Constitution, the Judicial Nominating Commission submitted three nominees for the position to Governor Matthew H. Mead for his consideration. Those nominees are Edward G. Luhm of Worland, Kristen J. Schlattmann of Basin and Clark C. Allan of Jackson.

Governor Mead has 30 days to appoint one of the three nominees to serve as the new circuit judge.

Luhm, who had been a nominee for district court judge recently, said, “It is always satisfying and exciting to be chosen as one of the three candidates. I look forward to meeting with Gov. Mead in a few weeks.”

Luhm has been practicing law for 32 years, all of them in Worland. He said he came to Worland after graduating from the University of Wyoming College of Law.

He was in practice for many years with Bill Shelledy, he said.

He also serves as the Worland Municipal Court judge, Ten Sleep Municipal Court judge, Ten Sleep town attorney and is a part-time hearing examiner with the Office of Administrative Hearings.

Luhm said he also has served as a hearing officer for Washakie and Park counties, and in the past Hot Springs County, for tax appeals and road cases.

Schlattmann and Allan could not be reached by press time.

The vacancy was announced Aug. 1. Fifth Judicial Circuit Court Judge Thomas W. Harrington will be retiring from the court effective January 7, 2019.

Harrington was appointed to the position in October 2008 by then Governor Dave Freudenthal, replacing Judge Robert Skar, who had been moved to district court. Skar retired Friday.

Prior to his appointment, Harrington worked at his own law firm, Davis & Harrington, P.C. Harrington also served as Washakie County and Prosecuting Attorney from 1995 to 2002.

Harrington is a Worland High School graduate. He earned a bachelor’s degree and law degree from the University of Wyoming. He was a teacher and coach prior to attending law school.
