    Lloyd "Gary" Mills, 74, passed away in his home north of Big Trails on Monday morning August 1, 2016 with his wife at his side. A very determined man, he persevered for many years with lung and heart illnesses Gary was born July 21, 1942 the fourth child of Mildred Louise (Hinds) and Roy Cecil Mills.     Wyoming’s first reported West Nile virus case of the year involves a Goshen County adult, according to the Wyoming Department of Health (WDH). Mosquitos spread West Nile virus (WNV) when they feed on infected birds and then bite people, animals or other birds. “Wyoming residents should remember to take steps to protect themselves and their families from mosquito bites,” said Katie Bryan, epidemiologist with WDH.     WORLAND – Residents’ concerns over Worland City Code Chapter 7 building code and Worland City Code Chapter 24 surveying for fencing were heard at Worland City Council meeting on Tuesday night. City Building Inspector Nick Kruger presented the council with a PowerPoint about Chapter 7 and 24 changes now creating financial heartache and trouble for residents.     CASPER (AP) — A task force of state lawmakers and others is looking at whether Wyoming should adopt a law regulating the use of body cameras by police departments. The Task Force on Digital Information Privacy considered two proposals during a meeting Monday in Casper.
