He was born in York, Nebraska on April 22, 1943 to Richard Doyle and Lenore Ella (Mosley) Ilg.

Jim returned from Nebraska with his family to Hyattville, Wyoming when he was 3 months old while his father was in the Army during World War II. He attended Hyattville elementary until high school where he graduated Manderson-Hyattville High School in 1963.

His love of football took him to Chadron, Nebraska, where he lettered as a freshman. Jim later joined the Rodeo team in Casper, Wyoming, where he rode bulls and broncs. He met Linda Lee Lund while attending Casper College in January of 1966. They married in October of 1966. A few months later, he was drafted by the Army (Heavy Equipment Operator) for basic camp. He served in the Army including an overseas tour in Pusan, Korea (Military Police) and was honorable discharged in 1969.

After the Army, Jim returned to Cowboy Timber Treating (1969) spending his free time enjoying rodeo life: bull riding, bareback riding, and rodeo judging. Beginning in 1973, he became an owner/operator of his own semi-truck and began driving for Dee's Transportation. Jim enjoyed driving so much that he drove truck for Pepsi/ATC, Conoco Bulk for Rich Mills, LLK Trucking, and McGarvin-Moberly Construction. Later years found him working maintenance at the Nature Conservancy above Ten Sleep, Wyoming. He also drove truck for Tom Key Trucking with Black Hills Bentonite before retiring in 2010. Jim had a love of football, rodeo, snowmobiling, hunting, playing cards, dancing and reciting western poetry.
